Under the terms of a truce the Chief of KAOS and the Chief of CONTROL together attend the funeral of a double agent named Yohan. When both men are targeted for assassination, it leads to suspicions of a third spy network.
This is the only time an individual with this title is seen, though he is presumably the successor to those previously known as "Mr. Big".
