Chinese laundries are used as fronts by KAOS agents The Claw [Episode #25: "The Amazing Harry Hoo"] and The Whip [Episode #138: "I Am Curiously Yellow"] and by CONTROL cryptologist Lum Fong [Episode #93: "A Tale of Two Tails"].
The Claw in fact operates a chain of laundries including the Midtown Chinese Hand Laundry in Washington, another which appears to be his main base, in San Francisco.
Interestingly, the Claw and Lum Fong also both use the device of a code which will look like laundry marks inside the collar of a shirt in order to smuggle information.
By coincidence, Max and 99 are standing in front of a Luk Quok Chinese Hand Laundry when bullets are fired at them from a passing car. However, there is no evidence that this establishment is involved in espionage activities [Episode #47: "Someone Down Here Hates Me"].
