Identity employed by an otherwise unnamed KAOS agent working with the "cowboy" as part of a plot to put Maxwell Smart's sanity in question at an upcoming court hearing where Max is due to testify against KAOS.
"Dr. Fish" verifies the apparent death of the cowboy in Max's apartment but later the existence of neither can be proven, adding to the impression that Max is losing his mind.
