Means of silent communication used to prevent possible eavesdropping.
The file consists of two boxes of cards with words printed on them. The participants choose and hold up the cards to form sentences conveying their conversation.
The CONTROL Secret Word File is permitted to be used only in the most extreme emergencies. Or when the Cone of Silence is not working.
