Porpoise described by the Chief of CONTROL as being "one of our best men - or, fish!"
Finchley is assigned to team up with Maxwell Smart to locate the hiding place of KAOS's underwater expert. He is eventually discovered to be a "porpoise with a double purpose" when it is revealed that he is in fact the very underwater expert that they were sent to find, working for KAOS under the name Eli. He proves to be somewhat fickle, however, and Max is able to get him heading back to CONTROL with a line baited with a lure of fresh fish.
