Formula invented by CONTROL scientist Dr. Waldo Smith, a catalytic agent that turns water into vapor thus drying up any body of water in seconds.
The formula is stolen from the CONTROL laboratory by KAOS who advertise it under the tradename "DryUp" and demand a ransom or else they will destroy America's water supply. They then demonstrate the formula's effectiveness by drying up Florida's two largest bodies of water - Lake Okeechobee and the swimming pool at the the Fountainbleu Hotel.
