Unbeknownst to him, the headquarters of the Crime International Network Ltd., who are plotting to steal the skates, is hidden under the park.
The evil CINners also have a number of above ground installations in the park, including a statue which shoots an arrow which delivers a dose of a sleeping drug to Maxwell Smart allowing them to steal the skates while he is unconscious.

Reality Check: The name Grand Central Park appears to be a combination of Grand Central Station and Central Park, both real life New York City locales. Indeed, subsequent reference are simply to Central Park, including on the map in the image, suggesting that the initial nomenclature was an error.
