Either way, Ivor Rakoff is behind a plot to steal all the trash cans in New York. Within a week he expects that the State will be deep in trash, leaving it paralyzed and ripe for a KAOS takeover.
Improbably, Rakoff also heads a KAOS delegation at the United Nations where he stymies an attempt by Maxwell Smart to gain international assistance to help solve New York's plight.
