German-speaking "American" scientist working on the US missile program under the supervision of General Putney.

Kroeger, however, is really a KAOS agent working for the evil genius Dr. Yes and when a test missile goes off course and veers toward the blockhouse he shoots Putney to prevent him from activating the self-destruct mechanism. Kroeger is then shot by Maxwell Smart leaving no one who knows how to stop the missile.
