After trying to sell it to every nation in the world without being believed, Professor Stanislavsky begins operating from a secret underground laboratory near the North Pole, causing reservoirs in New York State to freeze solid and snow to fall at the equator.
CONTROL agent 99 and CIA Agent Quigley are sent to the North Pole to stop him but KAOS agents Siegfried and Starker get there first, murdering the professor and taking over his laboratory as part of their own scheme to conquer the United States once it is frozen over using KAOS's elite ice-skating troops, the KAOS Capades.
