After all the trash cans in New York are stolen, Maxwell Smart learns that they can't be replaced because there are no rubber lids for them.
He goes to the U.N. where the Secretary General convenes a special meeting and allows Maxie to address the delegates to appeal for assistance. However, the meeting ends without a vote when the KAOS delegate Ivor Rakoff arranges for the tea-bell to ring early causing all the other delegates to leave.
